HB 2160 creates the Kansas Municipal Employee Whistleblower Act, making it illegal for supervisors to fire, demote, suspend, or retaliate against city, county, and school district employees who report unlawful or dangerous conduct. Workers can report problems to any agency, organization, or person — including the press or their union — without first going through their boss.
